X10 can't text or call but still got Wifi

I’m having problem after I removed few apps that I dont use anymore using Titanium Backup.
But after that I couldn’t call and text anymore but I still have wifi connection.
If I got to call settings it says :

“The application Settings (process com.android.settings) has stopped unexpectedly. Please try again.”

I have already tried backup&restore. And if I turn off and on my Phone again, it’s skip the screen where I need to put my simcard code in.

Sounds to me like you've removed something you really shouldn't have, do a software repair with SEUS.

Yeah i deleted something. Have used seus didn't work.
But someone sent me apk-package and installed that, have solve the problem for me.

Please help me I have the same problem with my device - the phone doesn't seem to be blacklisted which was my initial concern.
