OK the blog clearly states it hasn't reached handsets yet, it's reporting that the firmware update has passed regulations.
The link is for the source code, android is open source so this has to be released.
The update will be available via SEUS and PCC when it is released, do bare in mind that if your running a rooted phone this update will include the rageagainstthecage exploit patch that stopped us rooting our phones if we updated with the last fw update.
If your ruining Z's rooted fw then you will loose root access again, we'll have to wait and see if Z releases another hacked fw?

Where did I mention downloadable files?

The second link is the source code for the update, android is an open source therefore the source code is published under AOSP (Android Open Source Project). Android is open source so it cannot be restricted and for customization and porting.

Rageagainstthecage is an exploit and is compiled code that basically fools the system into root privileges, it's malware and with it you are attacking your device.

As your running Z's rooted firmware if you update you will loose root, the update is likely to be similar to the last update and include the patch against the exploit. I see no reason why you could not update to the new fw once it is released but I am not 100% sure on that.

Hope that helps.
